[RouteViews-users] route-views.ny and route-views.uaeix update delayed

There are a few more that have over one hour delay on update files that I
can see. The "delay" is defined as the current time (at the time of query)
minus the latest file timestamp from the collector.

   - siex
   - peru
   - ny
   - uaeix
   - bknix
   - gixa

(I also noticed a minor non-issue. The route-views.sg collector has already
created a data folder for June already while others have not yet created
folders for May.)
